Soul calibur 4 Yoshimitsu?

I made a character on soul caliber her fighting style Yoshimitsu and well Yoshimitsu I’ve played both of them and his level is 8 about to be 9… but I’ve played arcade with her 2 or 3 times, and tower of souls level 1-4,and story once how but when I go to the skill selection it won’t let me choose it says not enough skill levels how can I get her skills up.
