How to get domicile certificate as i don't live at orissa less than 11 years?

hello my name is tara. i got rank at orissa jee medical 250. i an staying at orissa last 3 years. now problem is that i need to get domocile certificate. so what to do now and if anything unlawfull thing is done is there will be problem after admission. please help me . my dream is wating because of this little certificate. help me out. if anyone has gone through this problem help me out
